The legend of Fifth Uchiha - Chapter 13
Chapter 13 Division of Responsibilities
The deployment of the security forces was not as simple as Naraku thought. Konoha Village only had a limited budget and could only hire so many people.
It is impossible for the Uchiha clan to pay out of their own pockets to expand the team and contribute to Konoha. It is obviously inappropriate to contribute out of their own pockets.
Naraku stroked his chin, calculating in his mind.
The Fire Nation allocated 3 billion taels to Konoha, and Konoha allocated 150 million taels to the security force.
The annual salary of each member of the security force is 600,000 taels, and the funds are almost completely consumed by the salaries of more than 200 security members alone.
Basically, there won’t be any big surplus, unless it’s in the form of salary deductions, but this is just a management measure after all, and it’s impossible to take too much money out of the employees.
Six hundred thousand ryo, for a ninja, is equivalent to four minimum-paying A-level missions, one per quarter.
How should this money be allocated and spent?
If the salaries of Konoha Guard staff were to be reduced, this policy would be unpopular and Uchiha Naraku would definitely be despised by the guards.
Even if Naraku is the head of the Uchiha clan, it is useless. There is almost no way he can control the guard team.
How to change the division of responsibilities among the staff of the Konoha Guard Force without harming their interests? There is no way to expand the recruitment unless Konoha increases its funding.
Naraku thought about the Third Hokage and several advisors, and couldn’t help but shake his head at the idea of requesting for increased funding.
This is when Shimura Danzō is on a mission outside. If Shimura Danzō is in the village, there is no need to even mention the issue of increasing funding, as it would only bring humiliation to oneself.
The ninjas below looked at Naraku who was sitting above. They saw that Lord Naraku seemed to be wandering in the sky, and no one knew what he was thinking.
“Ahem,” the older Uchiha Five coughed.
Naraku came back to his senses.
“As the elite of Konoha’s Jōnin and Uchiha, isn’t it inappropriate for you to bully those villagers? I have a plan to adjust the team’s structure and division of responsibilities.”
“You are the elite of my Uchiha clan, and you are also the Jōnin of Konoha. From now on, you will not have to participate in things like patrolling the streets.”
“From now on, you will only be responsible for arresting those ninjas with criminal tendencies, as well as detecting and arresting foreign spies.”
“As for the patrol areas you are responsible for, I will have the third and fourth squadrons increase their patrols by half each.”
Uchiha Naraku said lightly.
These Uchiha Jōnin elites did not want to bother with these trivial matters.
“Sir Naraku, capturing ninjas and spies is at least a B-rank or A-rank mission, right? And what’s the reward?”
Uchiha Saburo asked with burning eyes.
Missions that involve contact with ninjas are at least B-level or above, and are quite dangerous. The reward is also an issue.
Patrolling the streets, although trivial, does not involve any risks. If patrolling the streets and capturing ninjas were rewarded the same, it does seem a little unreasonable.
“There will be no salary adjustments for now. The First Squadron of the Konoha Guard will gradually adjust its structure in the near future. Konoha needs strong guard ninjas to maintain the peace of the village.”
“You are all Uchiha elites, Konoha Jōnin, and you meet the requirements of being powerful ninjas. As for the missions of the second, third, and fourth squadrons, we will not let them take charge of those dangerous missions. This important task will be shouldered by you.”
On his first day as squad leader, Uchiha Naraku was already planning to adjust the long-standing rules of the security team.
The numerous staff members below looked at each other. For the belligerent, confident, and powerful Uchiha, fighting is the only way to demonstrate their worth.
But this is on the premise of being paid. No one is willing to risk their life for no reason.
Naraku looked at the ninjas below whispering to each other, and did not stop them. Instead, he used Chakra to ask softly.
“What do you think of my arrangement? It is dangerous to carry out such missions. You can choose to apply for transfer to other squadrons. It doesn’t matter.”
Although Naraku spoke lightly, his words reached everyone’s ears.
“Sir Naraku, I would like to request to be transferred to another team.”
“Sir Naraku, I am also requesting a transfer.”
“I’m applying too!”
Several older ninjas applied for transfers, and Naraku took a look and found that most of these ninjas were approaching fifty or in their early fifties.
He was no longer at the peak of his ninja strength, and was indeed not suited to this type of mission.
“Well, is there anyone else who wants to apply?” Naraku asked softly with a blank expression.
After the five older ninjas applied, the other young ninjas had blank expressions on their faces, as if they had no feelings about this dangerous mission.
It fully demonstrates the confidence and pride of the Uchiha clan.
“Okay, the five of you have served in the security forces for many years and have made great contributions. I have received your application. As for the transfer results, I will inform you of the results after the coordination within the team is completed.”
“yes!”
The five people nodded their heads.
As for transfers, of course they can’t be transferred directly just by applying. It also depends on whether there are people in other squadrons or teams willing to be transferred to the first squadron.
…
Uchiha Fugaku was at the Security Force Office of the Second Division of Konoha Village, and he couldn’t help but frown as he looked at the information on the scroll.
The spy discovered previously was originally thought to be a spy from the Land of Earth. After paying attention to the spy’s actions for a while, we found something strange.
It seems that he frequently comes into contact with ninjas dressed as Anbu. If he is linked to Anbu, or if Anbu takes over the case, then the security team will obviously not be allowed to intervene.
Moreover, he has contact with Anbu, so he might be Anbu’s informant, or a member of the intelligence department, which makes the originally simple espionage case a little complicated.
Fugaku was leading the second team as the captain’s assistant. At this moment, he was sitting in the office of the former captain of the second team, deep in thought.
The captain of the second squad sat very respectfully below. Ever since Fugaku came to the second squad, the captain took the initiative to step down and let others take over.
Being willing to serve as Fugaku’s subordinate, it can be seen that Uchiha Fugaku is indeed respected by his tribe members and has both popularity and ability.
Several Anbu fell from the sky and landed outside the office, knocking on the window.
Fugaku frowned. Anbu came to visit. Almost all members of the Uchiha clan were very hostile to Anbu.
The Uchiha elite often spotted Anbu outside of the Uchiha territory, seemingly spying on the Uchiha.
After driving away one wave, another wave would soon come and ask Anbu or Third Generation why they were stationed there. Every time, the answer was that they were on a mission or had nothing to say.
“Uchiha Fugaku, the Hokage-sama wants you to come. Please follow me.”
“good”
Anbu verbally conveyed the Hokage’s summons, and Uchiha Fugaku thought about it for a moment before following Anbu to the Hokage building.
Hokage Building
On the Hokage’s desk, the majestic Third Hokage Sarutobi Hiruzen, smoking a pipe, slowly handled various tasks of Konoha.
As the leader of a village, Third Generation has a huge workload. Although the advisory group helps to share some of the workload, the advisors are just advisors after all. They usually just give advice and provide consultation to Third Generation.
The Third Generation still handles and makes decisions on serious Konoha Village affairs. There is too much work to do, so the Third Generation often neglects their duties.
